If a user logs into his computer without access to the domain controllers and then connects his computer to the network, does he have to log out and then back in again to get access to shared folders and printers or is it possible to login to the domain without first logging out of Windows?

If a user is logging on with their cached credentials for the domain, then he should be able to access his folders (of course he will have to map drives since a logon script wasn't run during logon)
If a user is logging on to his machine (and not to the domain), then yes they will have to logout and log back in again.
