Release 1 Centrex Plus International dialing question

I am trying to set up an 8X24 with Centrex Plus Rls 1 software for international dialing. When you try to dial international it reads "invalid number" in the display. I can't find where to allow 0 in the programming. Any ideas?

How do you dial out? Do you dial 9 when calling out? Or just the number. If the phone is restricted, the system will actually tell you that the call is restricted and it would make a beeping sound.
 
just dial the number, no 9
I've checked in centrex programming and can't find where it wouldn't allow 011 access, except for the Beyond Centrex prefix digits, which has 9 through 1, but not zero. In the manual it shows 9 through 0. I'm just lost on this...
