Relay help

I am running exchange 5.5 and I have been put on a couple blacklists..ordb.org tested my server and said it was not a relay...However, on site i dont pass 2 of the 19 tests it runs. These are the tests it fails...Please help. I **'d out my ip for security sake.

See the Q article 304897, apparently this is a false reading, since the mail gets a DNR instead.
 
The problem as I understand it is that it doesn't actually relay but it forwards to another server from ours. And some blacklists now list you if this is the case. So There is no way to enable people outside our domain to check pop or imap mail without a static ip. This is my limited understanding anyway.
