Keep getting Call Rejected when dialling out over one of our SIPs; from running a trace it's giving a 603 decline but not sure the reason why their failing.

Ask the provider why they are declining the call, that's where it's coming from :)

Are you peering and your customer has decided to get a new ADSL service/ new IP address?

It started to happen after our main connection went down and we switched to our backup, the provider registered the SIP to the second IP address, after our primary one came back up, they changed it to the original IP address

They're saying the calls are getting rejected because they're still using our backup IP address, which is why it gets declined. We're definitely on the right connection. It's not matching up somewhere

Where does the SIP get the IP address from? Our Firewall is using a 31. IP but apparently calls are coming from a 109. IP, LAN2 is setup to use the right one

Depends on how you have your trunks/system configured..... are you using STUN/Network topology settings? :)
