XP has a registry tool for troubleshooting. It brings up what is in the startup for the registry and a few other things. You can check what to load an not to load. What is the command line?
 
Are you thinking of "msconfig"?

Glad to hear that "msconfig" was what you were looking for!
 
Just as a suggestion, it's not recommended to use msconfig for enabling/disabling startup entries! While it does work it can cause problems with un-installing those same startup items and can sometimes cause annoying error messages!

It works just as easily as msconfig without the associated problems described above! I'm not associated with Mike Lin, it's just that I've used his "freeware" for years and have found it to be highly recommended and reliable. It's one of the select softwares I use when building and/or setting up a new pc!
