Regardeing NAM Message Notification

Does anyone know how when what or why a NAM will use message notification's second or third notification number? We can succesfully notify the first number, however when does the second notification of the same vmail box kick in?

one of its uses is escalation ...
when a service person does not respond in say 20 minutes , then the 2nd # could be the boss's # and hte system calls the boss ...
