Regaining Resources in Win98

I was recently told by my ISP that the reason I cannot stay connected to the service is because my resources were too low.  He asked my told me to open Device Manager and look at the Performance tab if it is below 85% I will have trouble staying connected.  When he told me this it was at 81%.  I stopped a few programs from running at startup and now it is at 89% I still get disconnected but at a lesser rate than before, how can I regain the resources I am losing?

It's not your resources that is the problem.&nbsp;&nbsp;<br>What ISP do you have ? What browser are you using?<br>How are you connecting (dun,cable,etc...) ?<br>Several possibilities beyond what I've asked.<br>
 
Configure your email software to check for email every 8 or 10 minutes.&nbsp;&nbsp;This should keep your connection active and not automatically be disconnected by your ISP due to any kind of inactivity.<br>
