Rectricting outdialing on specific phones

I have a Nortel 61c with 2 routes, one labeled local, the other ld. I need to have 2 phones built with local and tollfree access only. My NCOS 0 blocks all external. I figured if i used NCOS 1 on those lines (it is pointed to the local trunk). It would block ld...WRONG. the ONLY NCOS that blocks anything is 0. The RLI looks correct...am i missing something or is it an issue with my local circuit. Any suggestions?
 
what is the frl on the rlb? ld 87 prt nctl, to make sure ncos 1 is =2 frl 1 ncos 2 =2 3=3 etc..

then if you change the frl on the local rlb to 1, ncos 1 allows local.. change the frl on the ld rlb to say 3, ncos 3 allows local and ld..


leave 2 in case you need something in the middle.. say instate area codes

Is that something i change on the RDB itself? Pardon if these sound a little basic, my expertise is in CCM and Call Pilot more then the nuts and bolts of the switch.
 
you chg the ncos on the phoneset, the frl on the rli in ld 86

ncos - how much $$ you have

FRL - how much it cost to ride

Well, i changed that in ld 86.rli 1 now has frl 1...and i still get out long distance....NEXT???
 
post the esn, does the rli hv more than one entry?? did you verify Net Ctrl in 87 as posted??
