I have a local non-profit that wants to add a couple analog cordless phones to a branch office that is currently just running IP sets across a VPN from the main location.

Any recommendations? They key word here is "non-profit" so of course, they don't want to spend money... lol.

Grandstream are probably the most cost effective but you'll need a 3rd party IP endpoint licence which is about twice the cost of one for an Avaya IP phone.

If there is no way to add a Phone2 card (cheapest solution) you could use MP11x by audiocodes

if you are going ATA route as ipohead mentioned, Grandstreams are cost effective and work nicely. You can get a Grandstream HT802 which has 2 FXS ports for $50-$55 range. But as mentioned you will need a 3rd party IP endpoint license for this since it will need to register as SIP. If you do have an open slot on the IPO then the Phone 2 might be most cost effective solution depending on environment.
