im trying to create a global Recipient Policy that would create an additional smtp address for any "contact" that is created in a particular OU. how do i do this???
 
Don't think you can do this via a Recipient Policy. You can do changes and bulk edits with ADModify.NET Tool. This will allow you to edit all the current "Contacts" within an OU. ADModify can be found at: ADModify "How To" on the Microsoft TechNet site:
Since your attempting to use the Recipient Policy, sounds like you want to automate the process. You can use VMScript or PowerShell to connect to object in AD and modify properties. Not a 100% sure if a contact can be modified via ADSI.

This whole issue came about because I wanted to add incoming email abilities to Microsoft Office Sharepoint Server 2007. I was following the documentation listed at

under "How to configure Email Enabled Lists in Moss2007 RTM using Exchange 2003"

at the end of the document the author says "Option 2 – Create a new Exchange Server Global recipient policy so that all contacts created in that OU Automatically get the second mail address added."

if anyone can help this would be appreciated.

O.k. - Here is what you do.
1. launch Exchange System Manager.
2. Click to open the Recipient Policies folder.
3. Right-Click -> New -> Recipient Policy...
4. Check "E-Mail Addresses. OK.
5. Name the Policy and click the "Modify..." button.
6. Choose "Organizational Units" in the Find drop down menu.
7. Enter the OU name and click find, or just click find to search for all OUs.
8. Choose the OU, read the warning.
9. Go to E-Mail Address Policy and Add New SMTP Address.
10. Click the Details tab and leave a friendly note on what the new policy does...
11. Apply - OK...
