Reception overflow to remote site not working

At my hub i have a reception hunt group with 2 users, calls from outside come in fine and ring both softconsoles. Calls from remote sites that are forwarded to the hub ring, however sometimess the receptionist at the hub connects and drops the call.
Also my overflow group has one user at a spoke site. I configured a phantom extension with the one user, unconditionally forwarded that user to the spoke site and ticked allow hunt group forward.
When i remove the queing on the hub reception group the second caller hears a busy instead of being forwarded to the spoke site
 
I don't think I have heard a busy signal but I remember I had to have the overflow group with only one user set for Linear instead of group. I don't know if it was just on a certain release or if it still works that way because I just always set one person hunt groups to linear now. Maybe that is worth a shot.
 
Unfortunatley, GROUP is the only option that ignores "Allow Forwarding of HG Calls". Too bad, too because then you could create the ability to ring multiple locations with one extension (such as a cell phone, etc.).

i think 711 is right the group should be set to linear. just like delayed auto att. coverage on the embedded vmail
