multimode fiber between two points, needing to get 1 pots circuit, 4 audio & 1 or More straight contact closure over straight multimode fiber or POE Ethernet
this should all run in a standard 19" rack, normal 120v power

I'd make your fiber into Ethernet then use FXO/FXS such as multitech for POTS, any number of contact closure over Ethernet for contacts. Audio needs more definition - type of audio or fidelity requirements. Is there more to this as it's fairly straight-forward...
