Let them run monitor and do it again 
Do they use 4.2 manager maybe ?
Heard about some corruption when using that manager

Only time I have seen this is when the wrong manager is being used to blow in configs.

Are you sure it is "When Free" that is the culprit??? Have you tried making the same change and doing Imediate reboot??

Could it be that he tried a reboot when free on remote?
And that his IP Range of the locale network is the same as the IP range on the remote network? The manager can find the IPO because the IP adress isn't used in the locale network.
