Real time voice streaming and mixing

What is the best route to following in terms of SDK's etc. to develop an app in a Delphi5 development and NT4 operating environment in which, say 30 users, are inter-actively and real time audio linked over a 10/100-base T LAN with the ability to interactively mix audio sound effects at each user?

It sounds like what you are actually looking for is something similiar to Netmeeting. Is there a reason you want to develop an application instead of looking into a third party application that already does this?
