Can I setup a procedure or a trigger in Oracle9i so that it happens on a certain time interval, e.g. every hour or every day?

If I can, how should I do it?

You can create your procedure and run it by DBMS_JOB. Review thread thread759-693115 for more information, and review DBMS_JOB in the oracle supplied pl/sql packages reference manual.
