Re-installed Windows '98 and can't set up modem.

After changing hard drives and re-installing Windows '98, I am unable to install/setup my modem. The modem is a generic 56K. When I start Windows and the plug 'N play process starts, everything works as it should until the last step. After Windows locates the driver and the "Update driver database" message displays, the computer reboots. When Windows restarts, the plug 'N play sequence starts all over again. If I cancel out and check out the device manager, the modem does not appear. I've also tried a different modem, but I get the same results. Before changing drives, the modem worked. What could be the problem?
 
I would disable plug and play, and find the correct drivers manufacturer. Sometimes windows generic drivers dont work right.
