I an new to sms 2003, I need to view a mandatory installation in reporting. How do i view it.

To see reporting you have to install a reporting point for SMS (you can install it anywhere) then have rights to access the page.

I have reporting point install and I am able to see pervious jobs advertisement reporting. Is there is a difference between Advertisement reporting and mandatory reporting.

Here is scenario
1. I push a software last night. It failed to run the software. It created Advertisement ID um2030d. I push the software this morning and made it mandatory. How do I view it in reporting? Does it use the same Advertisement ID?

well, 1st I would look in the admin console under system status | Advertisement status, then look for the name of the advert. You can also go into Status Message queries and get info,

As far as the reporting server look in the options under Software Distribution - Advertisement Status.

For telling you if the software was REALLY installed the machine would have to run a software inventory which would send a delta of the new software. You can wait for the regularly scheduled one or force it manually
