I need help determining if our project management process is efficient. One of the things I am looking for is if there is some type of industry standard for number of developers to the number of employees in a company to be sure we have the resources we should.

Can anyone help?

I'm sure any such statistics are industry based, if they actually exist or carry meaning. Amongst other things, software development is also dependent on the number of new projects and the age of the existing systems. New systems can be buggy and Old systems are often in need of patching, and the people who wrote them are often gone. Sorry I don't have any numbers for you, but I'm not sure they would mean much based on the above (and other) factors.

I agree with johnherman,
All depends on major projects that are planned, involving developpers.
Also notice that complete team should include analysts (with a ratio of about 1 for 4 developers), projects leaders, depending on Projets size, and Experts, depending on IS architecture and maturity.
