Is a ceiling grid wire considered a raceway according to the NEC 2008 edition? Is there a code (other than local) that exists that says J-hooks cannot be attached to ceiling grid wires?

I do not know of any "codes" that state this. But it does not go along with the "standards" set by TDMM or the ITSI set by BICSI.

You might want to have a look at 2005 NEC Article 300 Wiring Methods:
300.4 Protection against physical damage.
300.11 Securing and Supporting.

2005 NEC Article 800 Communications Circuits:
800.24 Mechanical Execution of Work.
800.133 Installation of Communication Wires, Cables, and Equipment: Support of Conductors.
800.154 Applications of Listed Communications Wires and Cables and Communications Raceways.

These sections of the 2005 or later editions of NEC should cover your area of concern.

This is primarily a Building Code issue, sorry I do not have a copy of that code to cite the actual code, but every jurisdiction I know of requires ceiling grid wires to be used ONLY to support ceiling grid.
You must install your own ceiling wires to use them to support anything other than the ceiling grid.
This became a bigger issue after the Loma Prieta earthquake in CA, and is generally rigidly enforced in most if not all jurisdictions.

Serva and Syq are correct. You can run your own grid wires but you cannot use the existing ceiling grid, ever.
