R9 using a patton m-ata and analog extension

I have a question about the patton m-ata. Could this be installed at a main site with a PRI connected to an analog extension programmed with a DID. At the remote site use another m-ata connected to an analog extension for fax. The remote site currently has a vpn setup and ip phones connected back to the main site. The reason I am asking this is that the customer has no third party ip endpoints and I cannot purchase them at R9. My assumption is that I would need to purchase a migration license and then a third party ip endpoint.
