R7 upgrade to R11 1

Hello all
I think I know the answer for this but I just want to confirm as I can not find any defined answers on this. I picked up a customer that is running R7 ip office mode without an essential license. They have an add 2vm channel license. As R7 did not require an essential license will I need to purchase the essential license and then a migration license? Thanks in advance
 
I guess what mode1 wants to say is that you need everything new on R11 so no need to try and buy an R7 license which will fail and just delay matters.

but the 2 vm channels you might be able to transfer.

All things considered you would probably be best off replacing the chassis, SD card, and buy the licenses new. Reuse the base cards. R7 would have had the 4G SD instead of the 8G and would need a stepped upgrade to update the boot loader. As old as the R7 hardware is it is probably time for a refresh anyway.
