R6.1 No Answer Time

Anyone noticed that with the new IPO Manager 6.1.5, the user-level no answer time won't follow the system-level no answer time when it is on "System Default ()".
In fact I can't put it on System Default anymore, like the "" with voicemail collect feature in 6.0.

I have seen this in the 7.0 trial.
I never saw it on 6.1 but i just saw it happen when i used a 7.0 manager.
