R11.1.2 Media Manager Web Self-Administration NO Recordings access

Unfortunately after latest upgrade to 11.1.2.1.0 build 3 with addition of User Portal instead of WebSelf Admininstation tab, Media Manager is not available for recording access to users!
User Portal reports Recordings tab as "Currently unavailable"
Web Manager -> Applications->Media Manager= "Service Unavailable"
 
restart the apache-tomcat service and it should bring it back up.
 
Restarting apache-tomcat service didn't make any change on this
Still service unavailable appears in User Portal while Media Manager is still running and archiving in the Application Server
Any experience on this?
It is IP500V2 R11.1.2 with Application Server 11.1.2 in a Hyper-V
 
Subscription or non-Subscription system?

Is Web Manager still showing recordings to you as an administrator?



Stuck in a never ending cycle of file copying.
 
Its non-subscription
Web Manager connected to Application Server as Administrator showing recordings as it should
Web Manager connected to IP500 as Administrator showing Applications-> Media Manager Application-> "Service Unavailable"

Security Settings Right Groups also checked for Web Services/External Access to Media Manager according the docs
