What does this mean exactly.Ex.:System Resources:47% free.Thanks.
 
There are of two kinds of System Resources: User Resources and GDI (Graphic Device Interface) Both types are limited to 64 KB. You can't change this number
Actualy go to MVP JAE's site he has one of the best,easiest to understand articles on resources on the web. IMHO anyway

Definitely take a look at that article jwbirdsong posted above...

One of the main points to understand is that the % of free resources has nothing to do with the amount of memory in your system - adding more won't change this percentage at startup.

However, the more memory you have (128MB-384MB recommended in Win9x) the better programs will run on your system and consume less resources at opening/closing. So in other words, you can't increase the %, but you can slow the process of its decline.

Also as a side note off topic, be careful about having too much memory in Win9x. More than 512MB is never recommended. Try and stay between 320MB and 384MB as your max...
