"Stuck" ESM

Building out a replacement MXe, MCD 4. I can log into the ESM, but I only see System COnfiguration, system administration and maintenance and diagnostics. No matter which one I choose, the forms never load. I attempted restart and a hard reset but the result is the same. Has anyone seen this?

NM. Cleared IE browser cache and it loads fine now.
