"STAT ELAN" in ld 48 showing APPL disable

Hi ,
when I checked "stat elan" in ld 48, it is showing as below.

SERVER TASK: ENABLED
ELAN #: 016
APPL_IP_ID: 192 .168 .1 .100 LYR7: ACTIVE EMPTY APPL DISABLE


Note: 192.168.1.100 is the ip address of the symposium server

Please suggest me, what config changes are required to make appl active.
