"Server service is not started" when adding a user to a group

When I attempt to use the "Member of" tab of a user account, I get the following error.

The following error occurred while attempting to read the properties of the user xxxxxxxx

The server service is not started.

If anyone has ran across this please let me know
 
You need to start the server service. To do this, right click on "My Computer", click manage. In computer management, click services and applications, then services, then find the server service and right click and hit "start".

There is no server service avaliable to start. I have not been able to find any documentation on installing it either. Also, this is only on about 1/2 my XP loads. All 2000 loads work properly.
