"Runtime error 200" with DOS utility 1

Anyone familiar with this error? Full error message is "runtime error 200 at 077D:108C". This happens when I double click on an old DOS data translator (.exe file). I've tried manually setting the compatibility mode to W'98 and all other platforms to no avail. I also ran the wizard and basically it's the same as doing it manually. Any help would be greatly appreciated. Thanks in advance...
