"not applicable" local security policy

On one of my servers, under local polices, security polices:

Accounts: Administrator Account Status
Accounts: Guest Account Status

The setting is set to "not applicable", and the option to set "enable" or "disabled" is ghosted out. Any one know why these options are disabled and how to re-enable them?
 
Just to add; in secpol.msc I see "not applicable". In gpedit.msc, I have the option to set enable or disable, and the "setting" column shows what I have it set to, rather than displaying "not applicable".
 
I have you tried importing a different policy? But the local group policy gpedit.msc is where you should make the change anyways. In the Secpol.msc that is were you can apply some already make security templates or make your own to load.
