"My Computer" - Missing Tabs / Functions

I am running Windows 98 on a Compaq.
I was trying to follow some instructions to speed up my computer by moving my swap file to another hard disd.

However, when I right-click in "My Computer" I only get two tabs -- General and Performance (I thought I should also see Device Manager"

Clicking on the Performance tab, I see the settings, but there are no buttons to access the preferred location for the virtual memory swap file.

Is there something wrong with my Windows?
 
Windows is probably OK, but someone may have disabled
the possibility to start the Device Manager from that
menu. The Hardware Profiles button also seems to be
hidden. Run regedit and go to
H_C_U\Software\Microsoft\Windows\CurrentVersion\PoliciesSystem. Change the value of NoConfigPage from 1 to 0 or
delete it. Do the same to NoDevMgrPage .
 
If it is a Compaq factory software load, also check your taskbar for the presence of a program such as CyberTrio which enables profiles that do/do not have access to various protected system functions.
