"MSOE.DLL could not be loaded" -- Help!

I'm just recovering from a major crash; re-installing service pack (3 in my case), drivers, updates, all that jazz. MSIE had dropped to v5, so I upgraded (now v6.0.2800, as it was before). But I can not open Outlook Express. I'm getting the error "Outlook Express could not start be started because MSOE.DLL could not be loaded".
Can anyone help, please?

Thanks, but they only tackle the problem with Win ME. And all I can find on the web is for the problem under Win98. Nothing for 2000.

Have you read thru and see if the steps would work? Often times the resolution is the same for different OS's, you just need to "tweak" it a bit... Thanks,
