My first guess is that there is a button stuck on a DID or Hunt group appearance.
blind solution might be to copy 225 over to 226 if the phones are fairly close to compatable in their button appearances.

Might need a little more information to help on this one...but it sounds like you have DID's set on the phone, if every button says "Incoming Only" check the amount of apperances on the DID's
