"In Maintenance" on Programming Phone - New Install 1

Installing new 0x32 and the phone reads "In Maintenance" and won't allow me to do any programming Does anyone know what is going on with it?

How are your cards installed in the main cabinet? If you try to put an expansion card in slot 1 first instead of putting it in slot 2 (reading from left to right) then the system will show IN MAINTENANCE.
