"Group Policy Loopback" missing from GP editor

Hi. I have a Windows Server 2003 network with two Domain Controllers, five member servers, and about 50 clients all running XP SP2.

I'd like to enable Cross-Forest Group Policy processing with the domain of a sister company. A full two-way trust has already been created and has been working well for about a year now.

However, when I create a GPO and browse to "Computer Configuration\Administrative Templates\System\Group Policy", the GPO "User Group Policy loopback processing mode" is NOT listed on either domain controller.

Is there a particular GPO template that needs to be installed for this object??
