"File cannot be created" when using image or file as sig - Notes R5

When selecting to use a .HTML or .GIF signature file, clicking on "New Memo" prompts an errror "File cannot be created" and no signature appears in the new memo. Have tried deleting cache.dsk, desktop5.dsk, and Local Settings for user. User has a picture that needs to be used for signature, and even when imbedded in a .HTML file the error message still appears.

Does anyone know why this is happening? I cannot figure it out and am seeking a solution. Thanks!

The solution to this had to do with Windows 2000 system variables, as the user did not have access to the location where Notes writes a temp copy of the HTML / .GIF signature.

After the system variables were changed, the .GIF file was able to be used as a signature.
