"dBase cabbot be found (30)" error

I'm running Windows XP and when I try to run dBase III+ in a DOS window, I get the error "dBase cannot be found (30)". I had this same problem in Windows 98 for a while, and then it just seemed to correct itself and I could run dBase from any DOS window. I have a Path set, but it doesn't seem to work. Very frustrating.
