"Connection closed by remote host" when RLOGIN

I'm trying to RLOGIN to an OP11C thru my lan using Putty. I can ping the OP11C from any PC on my LAN put when I try to RLOGIN with Putty, I get the following message "Connection closed by remote host".

One thing I noticed after I created a PTY is that it shows DSBL and I can't ENBL it in LD 37. I get the following message IOD341.

Here's a printout of the PTY;

PTY will show dsbl only when not connected to a host. When state is enbl it is an active session.
