"Connect to Outlook" doesn't appear

I'm trying to sync a document library in WSS with Outlook to use the files offline.
I understand that this is done through the cations meanu and a link called "Connect to Outlook".
This isn't visible - any ideas why or how to change this ?

I was sure the article said 2003 would work.
Doesn't 2003 have a connector to SharePoint?

You can use a meeting workspace in Outlook 2003 (

but Outlook 2003 does not have any of the components to synchronize SharePoint 2007.
