"All Programs" will not open in XP for individual user

I upgraded from Windows 98. Clicking on the Start button results in a very slow response. Once it opens, clicking or mousing over the "All Programs" selection produces no response. Otherwise, the installation appears to perform normally. When logged on as Administrator the Start button and "All Programs" behave normally.
 
HI! When you say upgraded, it's not a clean installation right? Is your xp box connected to a network? What is the group membership of the user that you used?
 
Was it a recent edition CD you used to upgrade or an older one which may require you to get SP1?

Check out the Security permissions for the Documents and Settings/ Start Menu/ Programs folder in the All Users and this username's folder (Do these folders exist?).
