QuickStart bar on NT4

Wondering if anyone knows how to install the QuickStart bar (series of shortcut icons right beside the start button) on an Nt4 system.

This bar is included on Win98 and 2000 but isn't on the normal install of an NT4 PC, yet many of my PC have this shortcut bar but others do not.

Just to be absolutely clear I am not talking about the MS office Shortcut bar but the QuickStat bar which is on the immediately beside the start button

Any help on this one would be grately appreciated

You'll need to install Active Desktop to get the quickstart bar. Easiest way is to install IE4, then upgrage IE if you want a newer version.
