Quick Transfer to VM

Here is the problem, I have a 2000IPS and an AD-64. Already been through the feature programming manual and assigned 08, 51, and overwrote the answer key in 9000 with a F5001. All users are in tenant group one and 51 is assigned for group one with the VM pilot. Trying to troubleshoot remotely so I can't verify that it isn't user error. Just seeing if you guys have any input before I go out to site.

The transferred call will follow the tenant of the trunk.
Is the call going to VM and not integrating or just not going to VM?
 
The call will follow the forwarding of the destination station, the integration seems OK because it goes to the users VM box. The quick transfer isn't happening, it is just transferring the call to the destination station.

Seems to be related to single digit feature access code. What do you have for 08>208 and 08>156? They should both be set as 0.
 
Check CM 5118>XX>Pilot of VM and 5115>XX>Pilot of VM where XX = the tenant.
Try flagging CM 08>156 and 08>208 to a 0 and try using the digit 9 to quick transfer with instead of the F5001.
Remember you also must be transferring trunk call. The feature does not work by just calling a station and pressing the key.
