Quick(?) question on configuring 4612 ip phone for IP406 3.1 1

Greetings all:
I am trying to set up a single ext 4612 at a remote office.
* Site-to-site VPN rock solid, good connection.
* Phone is statically addressed.
* Auto extn enable & Gatekeeper enabled
* Extension created with IP address & user assigned.
* Phone was able to contact tftp server and download .scr and additional files and saved to flash OK.

Now the phone boots up, checks (very quickly) the .scr file and then goes into a discover state. A sniffer trace shows the phone repeatedly at an "h.225 gatekeeper request" ... and no response from the system.

Additional info:
a) I don't have a VCM yet, just wanted to set up 2 IP extensions to test.

Q1) Am I missing an obvious setting under "user" or licensing issue somewhere? (There isn't a license requirement for this is there? I do have IP endpoints licenses, if it matters).
Q2) Any other suggestions?

You may need an IP route to the remote network

from a PC on the remote site can you ping the IPO?

Absolutely. Can ping to both licensing server and IP office from subnet phone is on and can ping phone from licensing server. It does download the .scr files from the manager server.

The sniffer trace files never show a response from the IPOFFICE... I bet there is a problem with the firewall not allowing the IPOFFICE out.. there are connection limitations on that firewall (max #) that I had forgotten about.
