Queued call interrupting when call is on hold

I have a client who has a hunt group with queued calling turned on.
If one of the operators places a call on hold, a queued call rings their extension.
Is there any way to stop this from happening?
I had then set the "Busy on Held" setting to on for the user in question, but that did not change anything.
 
Program only 2 appearance keys and then set "reserve last CA" in user/telephony tab to be ON.
 
The only way that the agent gets calls is when someone calls him/her directly via the extension dialing or the group is not setup properly.
The way agents should get calls is via the most idle group. Any other group will ring through even when calls are placed on hold and "busy on held" is activated except with vikashnehra1 suggestion to limit all calls to 1 at the time
