Question on an ACD phone - default key 1

I just set up a new ACD phone to join an existing group. I copied the programming and got everything working except for one thing. When the user picks up the phone to make a call - it needs to default to key 4 - so when they pick up the handset - they will get dialtone for key 4 without having to press the key. I can't figure out how to do this.
