The Cisco security advisory about the current SNMP vulnerabilty says that the IOS can be upgraded to protect against this bug. It also gives the workaround of disabling SNMP: "%SNMP agent not enabled". Is that all there is to it? If SNMP is currently not in use then there is no vulnerability, correct?

no snmp-server" will disable the snmp agent and avoid the vulnerability. If you're not using snmp to manage your router, then there's no reason to have it enabled.
