Question about link to a webpage, easy but I confused

Hi all,
Ok, I have page links in my webpage. When click link to page 2, there are 2 ways to do it:

-C:\Inetpub\-http:\\localhost\operating_instructional_manual.pdf

My question is which way is the right way to do the link since I have to public my website?

Use your site's URL to link to the page. Using an absolute path such as C:\... will look for resources that don't exist on the client computer.
 
you just have to write VBAccount\Pic\pic1a.GIF.
as long your folder structure doesn't change.
