Question about Filters on the BES for one User

Does blocking email addresses and/or creating a filter for one user equates to creating an IT policy on the BES?

I have no access to the managing tool of BES 4

No, you should be able to create filters directly from the handheld (at least on the newer models). It has no effect on IT Policy.

Yes I know filters can be created in the handheld but cAn a similar thing be done at the BES and will this be equivalent of creating an IT policy or is it just a filter option at the BES?

You can set Global Filters at the BES level that will apply to all users on the BES. Individual user filters are set on HH or in DTM
