On the ASUS A7N8X Motherboard which reads as below. It was disabled in the BIOS under Hardware Monitor so I Enabled it but it still seems just as noisy. Anyone know why?

Install "SpeedFan" to see if the temperatures are so high that the CPU fan runs full speed.
 
Thank you for your help. One more ? is should I still Enable it in the BIOS? It was Disabled.

Yes enable it in BIOS an unistall speedfan and
use the monitor that came with the motherboard cd
(Asus pc probe) as speedfan will work against it.

10/15 use the lowest fanspeed (10) and increase to full (15) based on the timings ,
speed-up/down times based on : 1sec/2sec , 2sec/4sec , 3sec/6sec or 4sec/8sec .

You will just have to try it out to see what settings
that is appropiate for your rig.

If a larger fan type was used in the first place it wouldn't matter,
Many newer heatsink/fan designs encorperate a larger but slower spinning fan which are inherently quieter in the first place, these fans move the same volume of air over the heatsink but can be 30-40% quieter.
Traditional 60mm CPU fans spin generally at over 5,000rpm and create a load high pitched noise, larger 80mm units with the same air flow spin between 2,500-2,850rpm and not only are they quieter but the noise they produce is of a lower less anoying pitch.

The Fan I bought is a Thermaltake M.I.T. Volcano 6 cu so guess it wasn't the best choice :(
 
If I buy a better cpu fan, there shouldn't be a problem just taking the fan I have on it now and replacing it with a better one right?
 
Yes, it should be easy to change the fan (just be careful that the screw driver doesn't slip and you damage the mobo, the clips on this are very tight). I love the Thermaltake 6.0, My system runs cool enough for the fan to run at low to med speed.
