Purchase Order Number Reverting to past number

Great Plains version 7.5 using Citrix.

Each year we change our purchase order range. e.g CC9999, DC9999. There is an overlap period when we need to enter orders for the next year, and these order numbers are always input manually by overtyping the automatic number. We then reset the order number (in setup) to the new range, usually about 100 on from the last known entry for that year.
Every so often the order number, in setup, reverts to the last number before the number was reset. e.g reverts back from DC0100 to DC0050.
I have been unable to reproduce this in our test system.
Has anyone else encountered this poblem, known what causes it and how to prevent it?

What is the best way to find out which user is not picking up the right range?
We are using Citrix, so in theory should all be accessing the same data.
Could load balancing be affecting this?
