Publishing Windows Explorer

Using Metaframe XP on Windows 2000 and changing from custom ICA connections to published applications. Most of the users functionality is maintained except some users require Windows Explorer to check drive mappings and transferring files. Is there a secure way to publish Windows Explorer keeping in mind file security locally on the server? I do not want the users deleting files that are critical or browsing a particular directory that may allow them into an application.

I could lock down the directories and files using NTFS security but I am hoping there is a better way?.

Rename Explore.exe to something else ,eg Filesmgr.exe.
Note : Leave in same dir.
Hide the Servers HDD's via policy
Publish Filesmgr.exe
Rely on good User Rights Management which you should have anyway.
